         長快但帶油。
只怕開放後，市面會充滿魚目混珠商品，
瘦體素重出江湖，
教這些正派經營的豬農，情何以堪！！！

Animals for breeding, rearing or slaughter
Countries should only authorise the exportation from their territory of animals for breeding or rearing or animals for slaughter which are correctly identified and which meet the requirements of the importing country.

要符合進口國的要求

prevent the shipment of animals affected or suspected of being affected with any listed disease or with any other infectious disease as agreed by the importing country and the exporting country;

在這個 or 的前後兩種情形(兩處紅色字體)都需要配合上後面的條件(藍色字體)

正好昨日去台中開會，會中有位畜牧界前輩特定引用國內外法源討論此事，實際上
農委會(包含防檢局)似乎也是如此在進行中，最近好像有個鄰近國家與國內農政單
位與種豬場討論之中.....

The Veterinary Authority referred to in point 1 above should take necessary measures to:
prevent the shipment of animals affected or suspected of being affected with any listed disease or with any other infectious disease as agreed by the importing country and the exporting country;avoid entry into the vehicle of possible vectors or causal agents of infection.

It's highly depend on the market value of the breeding animals (e.g. Taiwan authority invested US$1,000,000 on swine breeding for a US$100,000 market?. Moreover, if China define trading between China and Taiwan as domestic trading then that will be another condition) and Taiwan have to accept the same conditions as we asked, means, as they accept our breeding animals meanwhile we should accept their breeding animals as well. Could we accept that condition?

For most of the countries, the condition before "or" should be the "must".

美方要求我方解禁，農委會、衛生署傳出已經在私底下因應準備。擔心國內豬肉市場受衝擊，養豬協會揚言抗爭到底。

不過傳出衛生署接獲府院高層指示，一旦農委會解禁，已經擬好因應策略，署長邱文達更親向藍綠立委說明，邱文達傾向國內自訂最低殘留標準或乾脆參考國外標準，要不然日本雙軌制，境外開放、境內仍禁止，也在因應策略之一。

雖然行政院長陳冲日前表示，處理美牛沒受到任何的壓力。而行政院還為此成立「工作小組」，美牛開放期程似一步步推進中。現在還傳出，未來如果開放進口，可能比照「香菸模式」，標示「警語」、產地、殘留量、建議每日安全攝取量，讓國人自行決定是否購買食用。

高層官員說明，是否開放含瘦肉精的美國牛肉進口台灣，是重大公共議題，台灣是逐漸成熟的公民社會，這個議題應讓大家理性討論，之前含塑化劑的食用容器原本是零檢出，後來比照歐盟標準國人也可以接受，足以證明台灣內部可藉由討論凝聚共識。

據了解，政府研擬採取牛、豬「切割處理」，只和美國談牛肉、不談豬肉，並訂出瘦肉精殘留容許量；而我國亦會呼籲美方「不要只看到牛肉，甚至只把瘦肉精擺中間」，別忘了兩國關係與共同追求的價值。

此外，官員還透露，如果開放，也會做好源頭管理，要求美國出口商出口前必須與台灣進口商共同檢驗瘦肉精含量；瘦肉精殘留量的制訂也會參考國際標準。

至於爭議最大的美國牛內臟、牛絞肉，官員說，因為來自疫區，依據我國《食品衛生管理法》規定，仍然不會放行。
